IE 5.5 setting default mail manager

The problem is when the user clicks on the Mail > Read Mail option either from the Address bar or the Tools file menu> Mail and News>Read Mail, nothing comes up.

Looking at the the Tool>Internet Options>Programs Tab , there are no choices listedin the drop down boxes where you set the email manager (totally blank).

Have been to the MS support KB , but nothing seems to fit. Have ran reinstall from service pack for IE5.5 SP2

How can I add MS Outlook to be the e-mail manager? I am assuming this will repair the problem of the Mail button not working.
