IE 8 wont open some webpages for users on 2008r2 RDS, but admin can?

Heres the situation,

– Windows Server 2008r2 with RDS configured

– Users can not access some websites
(http://java.com/en/ the free java download button and everything under it does not display)
(http://www.gpa.net.au/ displays only a white page, under chrome displays full page but headings in gray box’s dont show text)
(http://www.immi.gov.au/living-in-australia/help-with-english/help_with_translating/ only the top banner loads the body of the website doesn’t)

– When logged in as an administrator is works perfectly

Anyone have any idea whats going on?

Here is what i have done to try and fix it.

1. removed the users from all group policy
2. checked with a plug in tester website ie javatester.net that java and flash are in and working
3. reinstalled both java and flash
4. reset explorer settings
5. placed websites under trusted sites and droped the security right down.
6. installed ie9 and removed ie9
7. gave the user admin permissions and it works
8. turned IE ESC on and off

im at the point of running out of idea’s. Any help would be great
