IE and Win2k permision problem

I reimaged one on our schools computer labs this summer. I do not remeber doing anything unusual with the policies or rights or permissions on the model computer. Now only members of the admin group can browse the Internet. Normal users can ping a site but IE will not display the site, this includes our own site on the network. I have ruled out hardware (as soon as I add a user to the admin group they can see the Internet) and proxy issues (local web site is not working) The only thing I can think of is some security setting. I have set all of IE's security to default and still no luck. I have done a seach of MS knowlege base with no results. Any suggestions?

How are the machines connected to internet? LAN? Modem? ADSL?
Are you using a proxy server? Is the proxy correctly configured in IE under a user?
What about IE security settings?

The lab is connected via a LAN to a T1. We do use a proxy and it is configured correctly. As I said in the original post all I change is adding the user to the admin group and everthing work fine.

As a work around, try going into the registry; HKLM\Software\Microsoft\Internet Explorer, right click on the Internet Explorer key and set the permissions for Users to Read/Write.

I tired several different permuntations of this and none worked. Because of time constraints (students are back next week) I decided to bite the bullet and do a clean reinstall then re-Ghost the lab.
