ie cache & cockies

i cant find the cockie & cache folder on my win 2k
machine – i would like to empty them as i have this problem that i cant get the page of one of my URL (in my favorit foldr).the page will start to load then stops and at the left bottom corner IE says DONE. ie 5.5
