IE cannot load or uninstall

Hi,

I had to rebuilt a NT server from scratch in a hurry. Used NT setup disk and NT 4.0 CD to load the OS. Somehow the IE4 didn’t load correctly. There is an IE4 folder but it’s empty. When I try to load IE, it failed to load. When I try to uninstall from the add/remove program, IE is not listed there. I tried to install IE again, it tells me there is a copy of IE already then quit.
How can I remove the damaged copy ? Please help.
