IE not seeing Internet on dial-up

Have a computer that was upgraded from ’95 to ’98SE. Have no problem establishing a dial up connection with the server but Internet Explorer and Outlook Express can not connect. All configurations appear ok and I can ping the server. Have also reloaded the vendors dial up software. The same dial up connection can be established on another computer without a problem. Any suggestions?
