IE on Win95 Security problem

Not sure if this is best forum for this, but here goes. Have a largish network of mostly 95 clients and NT 4.0 servers. Intranet development Dept. has hit snag because the security settings in IE are greyed out and inaccessible and so cannot be changed to run intranet ap. At first thought was due to security policies on Network, but we believe we have eliminated that as a possibility. We can't figure out why these IE settings are disabled or how to re-enable. I believe the IE is v. 4.1 -any suggestions?

I would suggest upgrading to IE 5.5 by going to http://www.microsoft.com/windows/ie/ie5/download/ieupdate.htm
This version should have the features you need to correct your problem. I found that IE 4.1 had several security settings problems, but v. 5.5 seems to be more "user friendly" and should satisfy your clients.

There is a possibility that the changes were made in the Registry
Look into HKEY_LOCALMACHINE\SYSTEM
Locate the subkey that aplies to your problem
if this is not an option upgrade the browser all togeather

As suggested before, It would be much easier to upgrade the whole IE to ver. 5.5

When you go to the Security tab in Internet Properties, the Sites, Custom
Level,
and Default Level buttons are all grayed out. You can move slide bar to
change
Security level per zone, but it has no effect. This is caused by a policy in
the
Registry that does not allow a user to change the security settings. Go to
Regedt32 and check for this value in the Registry:
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\CurrentVersion\Intern
et
Settings Look for the key in the right-hand pane called
Security_options_edit.
Highlight this entry and delete it. Close Registry Editor and restart IE.

Upgrading IE has been tried, as well as re-installing, to no avail. I will probably try the registry key suggested by mmccaskill69 tomorrow. The other really troubling thing is why its like this. If its due to the system policies in effect, we're not sure what to change in the policy - so far can't figure which setting would cause this. Obviously, if the registry setting fixes it, but its caused by the policy, it'll come right back unless we can identify and remove the cause. Thanks, everyone.
