IE5 access denied to Administrator

After denying read/write access to Users (both group and individuals) to IE5, the Administrator cannot launch IE5 from anywhere (icons, explorer, run or cmd line); a denied access message is the result even though full access permissions and ownership is granted the Administrator through the entire path to the executable. Strangely, the Admin. can launch IE5 from the directory tree in Windows explorer (an icon that has no properties window associated), but so can all users. I have reinstalledIE5 several times, deleted and recreated profiles to no avail. What’s up? Thanks in advance
