IE6 will opens with blank address bars

When clinking links in IE6 the new window opens with the address bar blank and the window just sits there. This also occurs with links from Outlook Express. I have reinstalled IE6 several times with no results. If I copy the link address into the clipboard I can paste it into the empty address bar and hit go and the window will open just fine. Is this a registry problem or maybe a DLL. HELP!
