IIS 4.0 SSL Socket Error

I am currently struggling with an SBS 4.5 Proxy/IIS 4.0 System. Working perfectly fine until 2 days ago, no changes made to system whatsoever, but now the proxy side of things will not connect out.

Also the default web site will not start on port80, it reports the port occupied and a socket SSL error.

SSL is saying it is configured for port 443 but the parameter setting in the registry for this is missing, and SSL is reporting that it is unconfigured, but is preventing all outgoing proxying. SSL is not bound to any board as far as I can ascertain.

I have taken the full step of removing IIS 4.0, Proxy 2.0 and re-installing but still no joy.

I do not wish to reformat this machine.

Any possible setting modifications I can lookat to manually remove SSL 443 port, as this is definitely causing my problem.

Using Server Proxy with a WWW Server
Set up the internal server to use the Server Proxy feature, which requires the installation of the Winsock Proxy client. This allows port443 to be bound to the Proxy Server computer's external network interface.
NOTE Internet Information Server (IIS) is running on the proxy server computer and is bound to ports 80 and 443 on the external interface of the Proxy Server computer. Because only one service can be bound to ports 80 and 443 at a time, either the proxy server's HTTP and HTTPS ports must be changed or the ports that the publishing Web server uses to listen for inbound connections must be changed.
In the example below, the ports on the Proxy Server computer are changed so that the publishing Web server behind the Proxy Server computer is able to use the standard HTTP and HTTPS ports.
