How do you automatically redirect an http request to a https site?

We've recently decided to consolidate several domains and promote only one domain as our featured domain. What we've done is setup a web site in IIS that accepts requests from all the other domains except our featured domain. We've got the following HTML code in the site's index page. This redirect page displays for 10 seconds before redirecting - if you want to redirect immediately then change the value 'content="10;' to 'content="0;' and remove the displayed text from the code. (I've changed the code to redirect requests to an HTTPS site):
