IIS 5.0 User problem

I have intermittent problems publishing to my site from the internal network but ok on an external location such as home. It works as admin but not as other users. Could this be DNS problem and also how do i set up users in IIS as far as admin rights? Isn’t this set from NT authentication on PDC? Thanks.
