IIS on NT 4.0 Workstation

I'm trying to find IIS 4 to run on an NT 4.0 Workstation. According to MS, this is possible but they don't tell you details or where to download it. I've been racking my brain on this and I keep going around in circles.
If anyone has done this orknows how, please let me know.

IIS 4 is Internet Information Server... it cannot run properly on a Workstation computer. You can run it on Win NT 4.0 SERVER.

I'm aware that it will run on Server, but I want to be able to run it on Workstation. This won't be handling a huge amount of information. This is being setup and tested to host NetMeeting to allow multi-location communications other than email.

This is available on the NT Option Pack CD. Attached is the URL.

I've downloaded the option pack but it will only install on NT 4.0 Server.
