Just a few thoughts....

1. More RAM. Alwayw a good thing.
2. Performance Tuning. In Properties of the web site, under Performance.
3. Process Throttling. In Properties of the web site, under Performance.
4. Check CPU load. Make sure it is ok.5. Check network bandwidth, make sure the line is not saturated.

Is there a difference when browsing to the site(s) locally vs through the net? If you browse locally (through IIS, right click on the site and browse) and it is slow, it is definitely something with the machine. I agree with more memory and checking the performance monitor. If it's fine locally and slow through the net, then it's a bandwidth issue. Check to make sure there are not files in the sites that don't need to be there. Good luck!
