Imaging for windows nt workstation 4.0

I am trying to open a .jpg file and I get (The specified file format is invalid or not supported)
I looks like this is only happening on my nt workstations, I tried opening that same file on my win2k Pro station and I was able to open the file threw imaging. I reinstalled imaging on the nt workstation and I was not able to open the file.
