Import user using csvde

I have a Domain Windows 2000. I’m traying to import one user using csvde.exe. With this command : csvde.exe -i -f userlist.csv

And It generates the following error :

Add error on line 2: Invalid Syntax
The server side error is “The parameteris incorrect.”
0 entries modified successfully.
An error has occurred in the program

What can I do????
