Imported Favorites into IE 7 stop functioning

Hi all-
I spend a good part of my time installing new computers and importing files from users old desktops. I have now had a number of users who call me back to their desks to show me that the favorites that I exported from their old computers which were running IE6 and then imported into IE7 are no longer functioning. To look at the list of favorites it seems that the shortcuts are unassociated with a file type yet even when I go into file options and associate these htm or html files with IE they still do not work. The browser works fine but even if the user tries to add new sites to their Favorites list the new additions do not function…
Help with this would be GREATLY appreciated…folks are frustrated.
