Importing Favorites

When I try to import favorites it looks like it runs ok but then when I look in Favorites it has not imported or replaced anything. I got this to work on one computer and the only difference is this computer did not get Windows Updates done this year and all the others did. Is it something in the updates that is causing this problem and if so how do I fix it. I cannot find anything on Microsoft’s site about this problem. The computers are running Windows 98se and Internet Explorer 6 sp1.
