Importing outlook 2003 pst file to outlook 2007

I am changing to a new laptop which has Vista and Office 2007. I have exported the Personal folder as a pst file and wanted to import this into the new outlook. I get and error message which says that ‘you do not have permission to do this’. What could be wrong?
