Inactive My Computer Becomes Active

The user double clicks on My Computer and clicks through to the office document they want and double clicks to open it. The office document opens as expected. The first time they click on the office document (which is the active window), My Computer(which is in the background) pops forward to be the active window. I’m baffled.
