Increased stability through rings?

I am currently taking an intro to networking class and for extra credit need to find information regarding Windows 2000 server’s increased stability through the use of rings in the executive subsystem. The book we are using says there are 4 rings(0-3) and states what happens in rings 0 and 3 yet says nothing regarding 1 and 2. I’ve been looking to find out what happens in these rings to no avail. If anyone can point me in the right direction it would be much appreciated.
