Independent registry editor for Win 2000

I have a bootable Win 2000 computer which has a registry error at the login script I need to correct, i know exactly where the error is. Can’t login in safe mode, get pagefile.sys error not large enough or missing. Is there an independent registry editor which can be run from floppy? The file system is FAT32 thus accesibble from a Win 98 boot diskette.
