Industry Standard FPA Rates

For a project, we are using Function Point Analysis to assist in project planning.

We currently have a number of suggestions as to FP rates to be used for calculating man days etc.

Can anybody recommend an industry standard source for calculating FP rates (ie how many FPs a developer should be expected to deliver per week).

Any help gratefully received.

The industry standard is 1 FP per person day for a complete SDLC model. However most organizations have a baseline of 1.5 FPs per day.

I would like to share your views on this. In fact I have been trying to do a research on this and if you could get hold of 2 major projects namely a) The Atlanta Airport Baggage Recovery System and b) The London Stock Exchange System, which ran into huge overruns.
These are all public domain and they had been estimated using FP and COCOMO 1.
If you could get the metrics for these projects you are on the way to getting your organizations standard.
One clue that I could give you is these figues are not available at the sei site. I wonder where I could get them ?

The IFPUG (International Function Point User Group) will have information you are looking for. Refer to http://www.ifpug.org. However you need to have membership to access the documents/case studies etc.

FP rates vary by platform, skill level, complexity, tools used for development and testing. I have seen FP rates from 8 hours to 16 hours per Function Point.

Two resources you might want to check, although neither is a direct answer.

Mythical Man Month is a classic book on project management ... it does not matter how efficient or productive the project team members are, compared to how the team is organized. This book gets into a lot of ideas on how to organize a large project in such a way as to not waste any efforts.

I have also seen metrics published in various magazines that I thought were wildly inaccurate ... programmer productivity is greatly depeendent on the tools we use & the training we have in their proper use.
