initialization or shuting down is in progress in oracle 9i

How can i resolve this problem.
Please guide me.

Try to connect directly on the oracle database.
I assume that the database has gone down (or someone has issued the shutdown statement), and it has not yet gone through.
if you have a DBA, ask him.
if you are the "DBA", connect locally on the database server using sql*plus:

cmd> sqlplus "/ as sysdba"
sql> shutdown abort
sql> startup

and the database should be up again.

You might get these following errors:
ORA-01172 recovery of thread 1 stuck at block 283386 of file 2.
ORA-01151 :
use media recovery to recover block, restore backup if needed.
You might need to make a new database as you did when you added on the Oracle.
