Inspiron 6400 e1505 - not powering up

I have a dell inspiron 6400 e1505 and when i power up the machine the Power led lights up and the HD, Caps lock and Num lock led's just keep flashing but the machine doesn't boot up.

Any ideas on what may be happening here?

you have tried the Fn/F8 and Fn/^ combo for the display?
next would be try an external monitor
Can you can get into the bios screen ?
Does it beep and POST?

Pull the battery

Pull the battery, plug in the AC Adaptor and turn it on.

Let us know what happens.

Per those diag lights...

It could be either motherboard, video (bios, memory shadowing or keyboard. I would call Dell and see if they can pinpoint the problem. That's if you have a warranty left on the machine.

Processor not mounted properly

If you have disassembled the laptop and removed the processor from mother board. It wont power up if you have not properly mounted it back to motherboard. to properly mount you have to turn the screw left of the processor anti clockwise and then insert the processor and turn it clockwise to clamp the processor.
