Install Apps in W2000 Professional

I have a Domain Windows 2000 and all my clients are Windows 2000 Professional. I have a problem, the users can not install and run applications (Winzip, Office, etc, etc) To fix the problem I had to include them in the Administrator Group, But I think that isn’t a good solution. I need to find a procedure to install applications in Windows 2000 Proffesional
