install err application err at W98 inst

I have a pc that I am trying to reinstall the OS. OS W98 not second edition. The PC is a barebones system from FIC. It came with P4 2.4 DDR 333 512MB 2700, WD 40GB. The CD ROM and Floppy are from his computer. I partitioned and formated the drive with fat 32. When I try install I get Generic Installer Error AddReg = Processing Error[0x197] The next time I tried I got Application Errors SUWIN caused an Illegal instruction in module user.exe at 0007:093f
And Application Errors SUWIN caused an Illegal instruction in module setupx.dll at 0001:0e66e

most likely the cdrom is not win98 compatible.
download and install a win98 bootdisk from www.bootdisk.com

boot from the floppy drive using the option t get the cdrom. (not the one to start the setup via the cdrom, i think it's the second option)
than copy the win98 folder from the cdrom to the harddisk.
here are the commands.
c:
md win98
cd win98
e: (assuming e is the driveletter for the cdrom)
cd win98
copy *.* c:

the cab files should have been copied by now to the c:\win98 drive

restart the computer using the third option (without cdrom)
type:
c:
cd\win98
setup

this should start the setup via the harddisk and install win98.

I followed the instructions and when I ran setup I got SUWIN caused an illegal instruction in module setupx.dll at 0019:16c1. The W98 bootdisk from Bootdisk.com does not give the options to select no cd rom support.

you have a faulty memory chip or the cd rom is damaged.

Was Win98 compatible with FAT32 prior to SE, or only FAT16?

This error is caused by the 512MB RAM problem in Win98.
The memory manager in Win98 can not run with 512 MB RAM, without special tweaks.
Put in 256 MB RAM, load the OS, then the tweaks, then change the RAM back to 512.
