Install programs from Admin account

I have 16 Windows 2000 Pro machines that I need to install Office 2000 on. I also need to make configuration changes to the computer – namely Power Option changes. The everyday users are students aged 6-13. Of course I don’t want them to have admin priviledges. When Office 2000 is installed by a Local Admin account(machine admin, not domain admin) and the Power Options settings are changed the Student user account(which is a Windows NT domain account) cannot see Office icons and cannot inherit the Power Option changes made by the Local Admin account. How do I resolve this in the least time consuming way and/or the right way. I need the Student to see the Office install and the Power Option changes.
