Install Win 98 over XP

I have a PC pre-installed with XP Home that I want to take to Win’98 as per our corporate standard.
Whats the best way to do this?
Can you just run the Win’98 setup.exe whilst XP is loaded or can you reboot into a DOS level or command prompt and install it from there?
