installed pci-modem hangs

i installed a pci-modem-card. 1. although computer has winme, a win9x-driver was installed automatically. 2. i updated to winme but when i restarted a new modem was again recognized and the system stops.
i tried to delete all entries in regedit which lead to the motorola hsp56 wdm-device. i unplugged and plugged(into the same slot) again the card with no success. i ran nsystemworks. no errors at all.
