that is a device driver for one or your virtual devices. win98 is very silly sometimes so my advice will to re-install windows if you have the time. It will save you the trouble in the long run.

This is caused by a corrupt dialup networking entry in the registry

Boot computer and when startup screen appears, press F8,select safe mode
Open the Control Panel,double-click on Add/Remove programs, select the Windows Setup tab, click on communications, then uncheck dialup networking, close Windows and retstart

You will need to repeat the process to enable dial up networking

If the above does not work you could try renaming the vnetbios in C:\Windows/System

I also found that if you just remove your dialup, reboot the PC and reinstall your dialup that usually takes care of the problem.

The OS is not seeing that file on bootup, thus the error. It's probably missing or corrupt. You can extract the file using the system file checker (RUN: sfc), and extract it to C:\Windows\system folder. If your installation files are on your harddisk, you can extract from there, otherwise you'll need your WIN98 CD. SFC is a handy utility; check it out.

Put your win98 cd in and do a search for vnetbios.vxd , copy that one file to a floppy disk, remove vnetbios.vxd from your system dir. and put it in a safe folder somewhere, copy vnetbios.vxd from the floppy into the same dir.where you took the old one out of and re-boot.
