Really a red herring as master or secondary should have no effect on it being a cd writer neither will master or secondary channel

Based on your operating system, you may have an older version of Nero that does not have your newer drive in it's database. Check for updates on your Nero version, or upgrade to the newest version that works on WinME. You could also try a Freeware burning program such as CDBurnerXP Pro (http://www.cdburnerxp.se/download.php).

Uninstall Nero reboot your computer and then reinstall Nero.

I'm betting that you'll get a massage that Nero can not find any supported drives installed on your computer because the copy of Nero that you are currently running came with the original Burner and doesn't have the current burner in its database to use as a CD Burner.

If that is the case you can only replace the software and if you want to stick with Nero you'll have to buy a retail copy with all the different Burners supported. If you got a copy of Nero with your original burner it would have had a limited Data Base of Supported Drives and that is what your current problem is.
I'm not sure if the above listed CD Burning program will work with ME but if you got a copy of either Nero or Roxio with the new burner you should install that after you have uninstalled the old version and removed any remaining folders.
