One of the things that Windows did was control the computer hardware. Software programs could then tell windows what to do with a piece of hardware and windows would pass along the commands.

Under DOS, each program needed to have drivers installed for every piece of hardware it wanted to control. Each piece of software came with drivers for specific hardware and hardware came with drivers for specific software.

You need to obtain the modem drivers for whatever software you are trying to use with the modem. You usually installed the drivers from within the software. Check the software documentation and the hardware and software vendor for the instructions and the driver.
