Installing File and Print Services

Has anyone ran into a nice command line utility that allows you to install services remotely to windows 2000 Professionl computers in a Domain environment, we have an application that requires users to Have Local admin Privliges on their box (I knowIknow) I have some users who remove the Microsoft File and Print Services knowing that I can no longer connect to their system with tools such as computer management. So I am looking for a tool that will install File and Print services on a system that removed it. Thanks
