It seems that Windows ME might have some problem. You can try to boot the system from pure MS-Dos 6.22 bootable floppy disk which supports CDROM drive. Then try to install from the CD.

The first thing I would do is format your hard drive and install Win98/win2000. It is so much better than Win ME and all its conflicts. It will go so smooth after that you will thank me. seriously, win Me has had so many problems and conflicts its actually a more troublesome version than any ive seen. Plus I know first hand that a win98/win2k setup is so easy to do, I have two systems now running the combination with NO problems. If you really want the two OS's on the same machine this is the only way. Also like win95 if you can/knoew how to load a cd-rom drive from the DOS promt then you will have to try win2k from there, and you certainly cant do it with a plain old 6.22 boot disk.!

boot to the CD-ROM and run the setup of win2k.
note this will only work if:
your bios supports boot from CD
and you have made the CD-ROM the first boot device in the CMOS setup.
