installing windows 98

I have installed windows 98 on a Pentium 4, 2.0 HD, and 512 ddram , but I noticed that the system is slow at start up, some have told me that the Windows 98 does not benefit from all the power of the pentium 4, is it true or what is the problem, please note that it’s a new PC.
