Instant Messaging

How do I stop a user from accessing instant messaging in internet explore? I have have tried everything to stop this worker from instant messaging her friends while online, (AIM and AIMEXPRESS.OSCAR.AOL.COM). Installed Norton Internet Security, doesn’t work, or I’m configuring it wrong. I need internet access but not instant messaging. I need some help, thank you.
