insufficient memory

when i try to format c , using win98 start up diskette , it says insufficient memory. can any one come up with a solution for this .

Format C:\S\Q

Do the command from DOS command prompt, but put in
FORMAT C:\S\Q

This will keep the system files on for you and also do it quickly.

Specifying switches.

Am I missing something, or shouldn't the switches be specified with forward slashes? As in format c /s /q .
