Intermitent undeliverable internal email

This is an intermitent problem to one particular user.
This is the error message we are getting: “The recipient’s Inbox in the postoffice does not exist or is busy. Try sending the message again. If the message cannot be sent, contact your administrator.”
Actions that have been taken:
1. Delete and Add back the mail box from the postoffice
2. Uninstall and install the Microsoft Outlook 97
3. Change the network port

While the user is having problem with the internal mail, the external mail is working which proves that the network connection is not the problem.

Does anybody have any idea? I appreciate the help.

Add info:
O/S: Windows95, Intel PII, 64 MbRAM, 300 Mhz Total user on network : 20
Total user on MS Mail : 20
Application: MS Outlook 97
