internet access using password in active directory

i have windows 2000 server and active directory and want to make the users in active directory domain when they open internet explorer they prompted for password and user name.
this account which they taken from the active directory. and i don`t want to use isa server.

I doubt very much you can do this in Windows without using some sort of 3rd party software or hardware to implement this.
IE is built into Windows 2000/XP so you can load a web page without loading IE first.

You could use security groups to restrict access to C:\Program Files\Internet Explorer and only allow certain users to run IE if they are a member of the group. It won`t ask for user/pass as that will be provided when you first logon otherwise you need some sort of Proxy Server installed.
