Internet Connect Wizard & Access Denied

We recently set up our own ISP, and so most of us have removed our personal ISP accounts from our desktop PCs. One user has lost use of Internet Explorer and Outlook Express since uninstalling her personal account's connection software. When she starts the applications the following message is diplayed: "Access denied. You are restricted from running Internet Connection Wizard." We reintalled both of these applications, no luck. If another user signs on, the applications start no problem. I have compared the registry settings for ICWCONN to another user and find no apparent differences. Any suggestions?

Seems like a profile problem. I would delete the account and setup again.

Not the elegant solution I had hoped for, but none the less correct.

I needed to export sections of the registry to preserve some settings, ids, and some software registration codes.

seems like I remember seeing that message on some of our NT machines when opening IE for the first time using an account without admin rights. If I remember correctly, logging in with administrator rights, opening IE and disabling the Internet Connection wizard solved the trouble.
