Internet Connection Issues

Both IE explorer 7 and Mozilla have trouble connecting to the internet from a specific PC at work. Here are the facts.
Only One pc is affetced
Can connect to some sites quickly
Other sites hang - there is no error message
No other PC's on the Network are affected.
Spyware, virus scan showed no results
Just started happening out of nowhere
PC is Lenovo Thinkcenter running XP SP 2
4 megs ram
Windows Server 2003 r2
Optimum Cable connection - high speed
Really perplexed about this
I have tried the folling
Re-install IE7 and Firefox
Delete and re-install winsock and TCPIP protocols
Re-install Adapter Drivers
Any idea what could cause this?

And what messages are displayed when this occurs? Network timeout? If a timeout, what timed out?

- 4 megs ram

This is a 64-bit machine and OS?

- Windows Server 2003 r2

This is the OS on the Thinkcenter? What else is the server doing?

Does ipconfig /all have the expected output?

How is this machine connected to the LAN and the internet?

Have you checked the Network for Traffic?

If this particular computer is sending/receiving a lot of traffic over the Network this will explain why it's slow to access the Internet sometimes and not others.

The other thing to ask here is does this happen at specific Times over the day or is it just random?
