internet connection problem on exchange server

Our email is hosted on the internet with poor services. Our companies are located abroad and plan to host our email with the exchange server and currently our company has a unreliable internet connection via a leased line. it is unreliable because of the gov. in this country is filtering all internet connection and sometimes the internet is down about an hour and there a time that it takes 1 day.

My solution is to put a backup connection via satellite but theirs a lot of issue on the cost, and need government approval and it takes time and maybe they wont allow it on the customs. I’m new in exchange server that’s why this is the only one solution that I know but it takes long time to implement.

What happen to the incoming email if our internet connection is down?

It is possible that the incoming email can still receive of our exchange server after the internet connection came back after an hour or a day? Is there any solution to avoid losing incoming email if the internet connection is down?
