AnalogX Proxy is a free proxy that you can use in windows environment.

Download it from download.com.

Basically you have to choose between proxy and NAT style. Proxy saves you ISDN cost in the case that your cafe users have some inquiries in common (e.g. www.cnn.com) but is more difficult to maintain for specific protocols like audio.
NAT is the opposite. A low-end NAT product is included in all more recent Windows versions and is called ICS (Internet Connection Sharing). If you can work with its limitations it's not a bad deal.

Have fun,

WinRoute Pro, now available from Kerio Technologies, is a good, solid program for this type of work. Reasonably priced, too.

I used an older version a while back, but it did NAT, address mapping, basic firewalling, and a few other things.

Good luck!

The solutuon would depend on your needs, if you dont require tracking or content filtering then you could go for a hardware appliance that supports Many to One NAT. D-link, linksys, and SMC all do these are reasonable costs, no need to worry about disk failure etc so lower costs. If you require filtering and tracking then maybe something like wingate with the content plugin or winroute would be better for you.
