Internet Connection Sharing Win98 w/DSL

Have a Win98 machine which we have a DSL connection installed and operating on that system. The machine can see every machine a the network and connect to the internet but I cannot get the ICS progam to work on other network machines. Is there something I am missing in configuring the ICS Connection.
