Internet connection sharing wizard error

I just repeated a Windows 98 installation on a computer that dual boots to Win2K (the initial Win98 installation failed due to problems w/ the CD-Rom). When trying to run Internet Explorer I got the message “Failed to Load the Internet Connection Wizard Helper Component”. I followed the instructions on Microsoft’s Q224828 which involved extracting certain files from the CD. Now I get the error message “Failed to register or unregister the Internet Connection Wizard Helper Component.” There is NOTHING in Microsoft’s knowledge base about this. HELP anyone! Thank you.
