Internet E-mail Restriction

I have exchange server 5.5 runnning on an NT 4 server. I need to create an account that will NOT be able to send or receive internet e-mail. I have been able to prevent e-mail from being received. But how does one configure the account to prevent e-mail being sent OUT to the internet. The account is to only, be used internally.

Please NOTE:
1. I have already removed all e-mail addresses from the ‘e-mail address tab’ in exchange. This preventts the account from receiving internet e-mail.
2. For e-mail restrictions, how can one restrict the zillion-or-so internet e-mail addresses from being SENT?
3. I have also removed the different protocols, except the one needed for local (inside) e-mail.
