Internet Explorer Pop Up Problem

I am running Windows 98 SE on a Pentium III PC with 256 MB of RAM. Internet Explorer 6 will not open pop up windows, thus I cannot access some web site information. The windows open but the window and the area where you can type the URL are both blank. This problem also occurred in Internet Explorer 5.5 SP 2. The only information I found about this problem was relating to the Internet Explorer Administrator Kit. I had tried this program, but I uninstalled it long ago. Any suggestions?
