Go to Tools --> Internet Options and place a URL to use as your home page in the top box. If you click on the "Use Blank" button, then your home page will default to a blank page.

The above instructions are to be done while within Internet Explorer. Yes, it is a IE setting.

First of all, you do not need to set a home page to have a new window open with the expected page instead of a blank page.

Rather than copy over the details, go to this site;
http://www.mvps.org/inetexplorer/

In the FAQ list, Click on Internet Explorer 1

Scroll down to IE opens blank (empty) Windows

Click on the link, and implement the fix.

Are you using any other browsers other than IE?

Go to Tools> internet options> Programs > Click on reset web settings. This will reset the default homepage and search pages. you can then set the homepage as your fav page or can make it blank according to your preference
