Internet Explorer & Upgrading

I had to reinstall WIN2K and it put IE 5.0. I tried to up grade to IE5.1, 5.5, 6.0 & 6.1. All to not avail. I keep getting this message For 6.1 update:
WINDOWS UPDATE SETUP
A previous instalation has pending work requiring a reboot. You need to restart your computer to complete that installation before running Internet Explorer Setup. Setup will now close.

When I try a 5.x update I get this:

A previous program installtation was never completed. You need to restart your computer tocomplet that installation before running Internet Explorer Setup. Setup will now close.
